Candidates wrapped up campaigning today in Mexico's presidential election.  According to the AP, there is quite a bit at stake:

"The election will determine whether Mexico joins Latin America's rising tide of charismatic leftist leaders or continues on a path of fiscal conservatism..."

Is this sentence actually implying that there is a conceptual dichotomy between "charismatic leftist leaders" and "fiscal conservatism?"  If so, wouldn't the second concept be better described as "odious fiscal conservatism" or "gag-inducing fiscal conservatism?"
